  1. Present: see attached list.

  2. Jerry Westphal, President, opened the annual meeting at 9:30 a.m.

  3. Steve Mulder, Treasurer, presented the Treasurer Report for the July 1, 2011 through June 30, 2012 Association year. Motion by Larry Blair and second by Roger Hildenbrand, to approve the Treasurer Report, was approved unanimously by members present.

  4. Minutes of the July 9, 2011 Annual Meeting presented by Steve Mulder, Secretary. Motion by Larry Blair and second by Roger Hildenbrand to approve the minutes was unanimously approved by members present.

  5. Brad Carpenter, Carlton Township Supervisor, reported that the sewer project will be approximately $329,000 under budget, reducing the annual assessment payments from 20 years to 17 1/2 to 18 years, with possible further decreases in the event that the Village of Freeport proceeds with a sewer project. In addition, a possible M-43 oxidation site for a septage receiving station could result in revenue for Carlton Township and reduce fees for solids pumped from sewer system tanks.

  6. Jaimee Conroy, of Professional Lake Management, reported on the unusually heavy weed growth resulting from unusually warm winter, spring and summer conditions.

  7. Larry Blair reported on mute swan removal in cooperation with State of Michigan and the USDA.

  8. Discussion indicated interest in continuing the summer picnic for all residents on and off the lake, including both members and nonmembers of the Association to be invited.

  9. Dues renewal notices will be sent, as discussed.

  10. Mike Reed volunteered to set up a Web site for the Association.

  11. Steve Mulder described recommended amendments to the Articles of incorporation for the Association, with copies distributed at the meeting and attached to these minutes. In addition, Steve Mulder described recommended submission to the IRS for a tax exempt ruling with respect to the Association. On motion by Larry Blair and second by Jerry Dunn, it was unanimously approved to amend the Articles of Incorporation for the Association, as attached, and to submit the Association governing document to the IRS for a tax exempt ruling letter.

  12. President Jerry Westphal reported that the current board members and officers are continuing for the third year of three-year terms for the July 1, 2012 through June 30, 2013 Association year. The current board members and officers are Jerry Westphal (President and board member), Larry Blair (Vice President and board member), Steve Mulder (Secretry, Treasurer and board member), Jerry Dunn (board member), John Stapor (board member), and Jeff Glossop (board member).

  13. Upon motion by Larry Blair and second by Jerry Dunn, the members unanimously approved adjournment of the meeting.
